One of the future trends for the new millennium must be the study of the influence of information technology (IT) on human society, which has been continuously increasing in all aspects of our life. In developing IT, the research on information communication is among the most challenging missions. To meet this challenge, at the beginning of the new millennium, some academicians and professors from UESTC and some UC campuses as well as top-ranked Hong Kong universities suggested to establish an inter-disciplinary conference named as ICCCAS (International Conference on Communications, Circuits and Systems) aiming at providing a forum for researchers working in the areas of communication theory, communication networks and devices, signal processing, computational intelligence, and the theory, design and implementation of circuits and systems, to exchange/report their innovative ideas, research progress, and theoretical and R&D results. Since the last ICCCAS, i.e. the ICCCAS 2006 was successfully held on Guilin, a beautiful scenery city in China (we received the first time more than 1,000 submitted papers coming from about 30 countries and regions, the Proceedings of the ICCCAS in four volumes accommodated 628 papers and around 400 attendants participated the conference giving presentations, more than one third coming from outside of the Mainland China), we are expecting that the 5th ICCCAS will also a successful one. Now the first time ICCCAS will be held outside China on July 11-13 at the KICC (Kitakyushu International Conference Center, having world class facilities), Kokura, Fukuoka Japan.
