The 2017 Annual Conference of Asian Group for Public Administration (AGPA) will be jointly held by AGPA and Xiamen University during October 20-22, 2017.
AGPA is a regional group affiliated to International Institute of Administrative Sciences (IIAS), a global organization based in Brussels and established in 1930. It is aimed to build a platform in Asia and promote the development of theoretical research and practical innovation in public administration in the area.
AGPA organizing committee cordially invites scholars and practitioners in the field of public administration to take part in the conference and submit papers for presentation. During the conference, AGPA-EGPA Special Session on Asia-Europe Dialogue: Public Policy on Active Aging will also be convened, and scholars from Asia and Europe will be invited to participate in the meeting and make presentations. In addition, the China-Japan-ROK Roundtable on Civil Service System Modernization will be held with two representatives from each of the three countries. AGPA Study Group's special panel on the Role of Public Governance for Fulfilling SDGs will also be held during the Conference.
Theme: Internationalization of Human Resources and Management of Skilled Migrants
With the technological innovation and the tide of globalization, the governments of various countries have carried out a series of reforms on framework, process, policy and strategy to cope with global mobility and competition of human resources under the new situation. In this context, this annual conference is themed on “Internationalization of Human Resources and Management of Skilled Migrants”. Experts are invited to share the latest research findings on global human resources flow, and how to attract and train global human resources on the conference.

Subtheme 1: Policy Choice of Human Resources Internationalization
Globalization and international flow of human resources brought both opportunities and challenges to governance. If the society and the public sectors of a country are fully prepared and take full advantage of the international flow of talents, it will usher in opportunities. On the contrary, if they are not adequately prepared, the globalization and international flow of human resources will result in challenges to the country. The theme of papers can focus on the opportunities, challenges, research and innovation of the internationalization of human resources, etc.
Subtheme 2: Good Practices of Skilled Migrants Management and Reform
Along with the proceeding of industrialization, urbanization, regional integration and globalization, cross-border exchanges become increasingly frequent. The traditional governance model is becoming inadequate to deal with new challenges. What innovative approaches can be taken by various countries and regions to address these problems has become the focus of attention in research and governance practices. The theme of papers can focus on the strategies, methods, policies and best practices of cross-border introduction and management of high-tech talents, including how to innovate mechanisms and policies concerning cross-border high-tech talent management, how to establish intergovernmental cooperation and how to improve high-tech talent management services.
