Research on the Formation Mechanism, Spatial-temporal Regulation and Control Strategies of Marine Economic Zone Low-carbon Competitiveness under the Background of Globalization

First, this study proposes the connotation of the marine economic zone low-carbon competitiveness; second, it raises the formation mechanism of the marine economic zone low-carbon competitiveness from the view of systems economics and regional economics, according to cyclic accumulative causal mechanism theory, low-carbon development theory and regional sustainable development theory, put forward the evolution law of the marine economic zone low-carbon competitiveness, and based on path dependence theory, low-carbon development theory and regional spatial structure theory, presents spatial regulations of marine economic zone low-carbon competitiveness; finally, come up with the control strategies of the marine economic zone low-carbon competitiveness under the background of globalization, mainly including making the plan of the marine economic zone low-carbon competitiveness, optimizing the low-carbon economic structure of the marine economic zone, encouraging the low-carbon needs of ocean economic zone, facilitating the integrated construction of low-carbon transport and low-carbon posts and telecommunications of marine economic zone, taking the dynamic comparative low-carbon economy advantage of ocean economic region to develop preponderant ocean industries and its cluster, establishing low-carbon innovation system of marine economic area, commencing the low-carbon culture of marine economic zone, as well as promoting the low-carbon fair of marine economic area.
