Video noise reduction based on temporal spatial recursive filter is proposed in this paper. In the proposed model the recursive time-
weighted average is applied to the areas where the motion has not been detected. The new model is able to be adaptive in each area depending on whether the area is static or movable. More precisely, more noise removal will be done in the static areas, and less
removal in the motion areas. In the new model, noise reduction is carried out in three stages. At first, noise is filtered with
spatial filter. Secondly the temporal filter is applied for more noise repression. Thirdly motion detector and recursive time averaging are applied to improve the temporal filter's output. The quantitative and qualitative performance in various noise levels
demonstrates the superiority of the proposed scheme as compared with some well-known methods.
