Physical literacy(PL) is pivotal in improving sedentary behaviors, enhancing intrinsic motivation for physical activity, and supporting the growth and development of adolescents. A measurement questionnaire for evaluating the physical literacy levels of Chinese primary school students was developed, this resulted in the creation of three versions of the primary school students' physical literacy questionnaire for lower grades (Grades 1-2), middle grades (Grades 3-4), and upper grades(Grades 5-6) The ultimately developed Physical Literacy Measurement Scale for primary school students comprises three versions for grades 1-2, 3-4, and 5-6, respectively. Across all three questionnaires, the variance explained by the measures stands at 53.1%, 50.3% and 54.7%, all exceeding the 50% threshold. The unidimensionality assumption remains valid, and internal consistency proves robust, facilitating effective differentiation among students with varying levels of proficiency. The item-person map reveals that the difficulty of questionnaire items is generally lower than the ability levels of the subjects. Most items exhibit Infit MNSQ and Outfit MNSQ values averaging between 0.5 and 1.5, indicating a favorable overall fit, with data demonstrating good consistency with the ideal model. Upon scrutinizing individual item fit statistics, it is observed that the physical knowledge dimension items in the PL-Grade56 questionnaire exhibit suboptimal fit. Subsequent modifications will involve either eliminating or refining these items, adjusting their language expression or question format, and appropriately increasing their difficulty to better align with the respondents. These assessments are the test-based measures of adolescents’ PL, and the composite test-based assessment of all four major areas of PL in China.
