Ningdong coal-power base is the largest cluster area of coal, coal power and coal chemical industry in China. With the active development of coal-related industries, problems such as land degradation caused by coal-based site expansion and soil pollution caused by coal-based solid waste discharge are getting progressively worse. The identification of space type and the proposal of risk management are the key basic issues of regional energy resource low-carbon development and ecological protection. Taking the coal-related multi-source coal-based sites in Ningdong as the research object: (1) Determined the information characteristics and interpretive marks of the characteristic features of coal-power base, and proposed the index system of feature features extraction at regional scale and site scale. The regional scale of the coal power and chemical base includes bare land, green plant dead land (grass, woodland, arable land, etc.), water, residential agglomeration, roads, coal, coal power and coal chemical industry 8 categories of indicators, and the site scale includes open quarries, industrial plazas, solid waste, coal storage sites, gangue piles, condensation towers, coal power field equipment, coal power waste dumps, coal chemical plazas and chemical waste dumps 10 categories of indicators; (2) At the regional scale, feature recognition and interpretation were carried out based on Landsat remote sensing images to analyze the spatio-temporal evolution and differences of coal and electricity bases. In 2021, coal covered an area of 64.55km2, coal chemical covered an area of 46.73km2 and coal power covered an area of 16.01km2. From 2003 to 2021, coal power had grown from nothing. Land used for coal and coal chemical industry increased significantly; (3) Based on the Sentinel-2 remote sensing image with a resolution of 10 meters in 2021, the pattern analysis showed that coal sites accounted for 6.70% of the Ningdong coal-power base, including 2.22% industrial square, 2.16% solid waste, 1.16% coal storage yard, 1.02% coal gangue pile and 0.14% open pit. Coal power accounted for 1.87% of Ningdong coal-power base, including coal power field equipment 1.08%, coal power waste yard 0.75%, condensing tower land 0.04%; Coal chemical site accounted for 4.84% of Ningdong coal-power base, including coal chemical plaza 2.99% and chemical waste yard 1.85%, coal site > coal chemical site > coal power site. (4) PSR (Pressure-State-Response) model was adopted to conduct comprehensive score of risk management. The comprehensive score of Ningdong coal-power base in 2021 was 48.61 points, an increase of 14.62% compared with 2003, indicating improved control situation of coal-power base. Based on the analysis of the pattern, the living gathering area, ecological maintenance area, production monitoring and early warning area, damage repair and reconstruction area, and other control areas are divided, and corresponding control measures are proposed.
