Incorporating safety impact into transportation planning can avoid many accidents occurred with the minimum cost, bring safe, comfortable, and convenient transport environment. The paper discussed the integration of safety impact factors in transportation planning, based on foreign research results in recent years, analyzed the implementation procedures of integration of safety into transportation planning process entry point, proposed the concept framework integration of traffic safety impact into transportation planning. When considerate safety into transportation planning, safety performance functions is used to predict the future years of different planning network safety using level of service of safety (LOSS) to quantify and hierarchical safety levels, solved the problems of incorporate safety factors into the transportation planning process.
