Traffic management in small and medium-sized cities is obviously different from the central city of big cities in terms of road network level, travel structure, traveler quality, road traffic status, government traffic management mode, and traffic management technology information. It is necessary to targeted design of intelligent traffic management system (ITMS), but there is no distinction in the current engineering design field. In particular, the reform of police mechanism of urban road traffic management has been pushed forward to cities at all levels. How to build a supporting ITMS and promote the scientific, refined and intelligent level of urban traffic management in small and medium-sized cities has become a key problem faced by the public security traffic management departments. Therefore, based on the analysis of the current situation of urban traffic management and science and technology informationization in many aspects, this paper refines the key business requirements of traffic management in small and medium-sized cities and the design ideas of ITMS. Combining with engineering practice, the specific design scheme of ITMS in small and medium-sized cities is put forward, including the construction of overall structure, application promotion content, improvement of basic support system, construction of front-end points of intersections and sections, etc. In order to provide a targeted and operational reference for the construction of ITMS for small and medium-sized cities facing the reform of the police mechanism.
