摘要
As a transitional residential area between urban and rural areas, the county plays a key role in the process of urbanization and the connection of cities and rural areas. Other construction and development are also receiving more and more attention from all sectors of society. At present, the county public service facilities still have problems such as uneven proportion of land use, incomplete supporting facilities, unclear and unreasonable spatial distribution, and poor construction quality. Especially the problem of spatial mismatch of public service facilities greatly restricts the level of urban construction and the quality of life of residents. At the same time, there is no reasonable implementation method at the specific site selection level. There is a gap between theory and practice, and the low carbon target cannot be achieved.
The goal of this study is to spread the rural population and the overpopulated population to the county towns and cities, alleviate the urban pressure and restore the vitality of the county towns. At the same time, relying on the transportation network to reduce inefficient traffic, it is meaningful to build new low-carbon towns. . The paper will discuss the planning, configuration standards and models of new public service facilities. Based on the production life circle, this paper proposes to construct a public service facility allocation system with county differences, and proposes the concept of facility synergy sharing to reduce waste in the construction phase. For the operation phase, the carbon emission and accessibility are used as indicators to analyze and layout and site selection at the grid level. Finally, the entire configuration process is evaluated by the “full carbon efficiency model” and continuously optimized.
