As the main and even the only mean of transportation in rural areas, rural roads are the basic and leading conditions for rural vitalization. Research to determine a reasonable road network scale has great significance while supporting the government to make cost-effective decisions. Based on the analysis of the rural road development situation under the rural vitalization strategy, this paper simplified the “4-B rural roads” costs into existing and new ones and then studied the decision-making mechanism of rural roads scale from the perspective of government.
