With the rapid development of social economy and the increase of car ownership, traffic congestion becomes a problem of road traffic. In this paper, based on research results, the congestion index calculation model related to r and speed is put forward. According to the free flow velocity and r of this method is used to discriminate the congestion degree of each grade highway in Hebei area, and compares it with r and speed to verify the correctness of the model.On this basis, the paper studies the distribution regularity of congestion during the holiday period, and obtains the following conclusions: 1, the method of this article can be described better than the r, when the speed and the flow are larger, the road is in the condition of basically unblocked or slightly congested. 2, 10•1 and 5•1, in Hebei Low highway congestion level of the lower three of the highest proportion of 60% to 70%, while the first-class highway congestion level is the highest, five-level level reached 25% above, up to 42%, indicating that the use of the first class highway during the holiday period in Hebei province is relatively higher than the holiday period.
