摘要
This paper proposes a transmission and energy storage expansion planning (T&EEP) with a novel extreme event model (EEM). In the proposed EEM, an ambiguity set consisting of three kinds of uncertainty sets characterizes three types of uncertainties of the extreme event: 1) the component failure rate uncertainty is captured by an interval uncertainty set; 2) the likelihood of contingency in different zone is described by a box uncertainty set; 3) the uncertainty of total failed components in an extreme event is denoted by a N-k uncertainty set. Accordingly, a min-max-min T&EEP model is developed to obtain a TEP and energy storage system (EES) expansion plan to prevent the extreme event which results in the max worst-case expected operation cost (WCEOC). A customized decomposition algorithm in light of benders decomposition is developed to solve the model. Case studies on the modified Garver 6-bus test system and revised IEEE RTS 24-bus test system demonstrate that: 1) the compared to typical TEP against extreme event model, the proposed model can better tradeoff the economy and security of system under an extreme event; 2) the proposed solution approach can efficiently solve the tri-level T&EEP model.
