The Rapid Analytics Interactive Scenario Explorer (RAISE) is part of a broad suite of smart digital planning tools. RAISE offers innovation in three key areas: (i) new spatial visualisation techniques capable of support-ing rapid feedback, collaborative exploration and hypothesis formulation; (ii) new capabilities for linking diverse geospatial data to a property scale; and (iii) a new open and cloud-based architecture for drawing together da-ta, models, and visualisation in an efficient platform that is intuitive and easy to use by actors in a group based decision-making environment.
The toolkit’s development has been validated through a case study ap-proach, which incorporates a number of hedonic pricing models which have been constructed to support value uplift modelling to enable the user to explore what if? scenarios. In the context of Western Sydney RAISE toolkit’s ability to rapidly calculate residential property value uplift based on situating new metro stations under a range of future transport scenarios. Future work includes developing a rezoning model and a public facing version of RAISE to facilitate community engagement.
