Based on the practical needs of urban planning, we built the methodology of “Perception-Cognition-Promotion-Empowerment” in carrying out urban intelligent planning. The methodology echoes planning’s different stages and forms a closed-loop that could drive planning practice spiral towards the better. For each stage, we developed corresponding tools with new techniques to assist planning practice, and the tools have been tested in cases, proving our methodology’s validity. Finally, we propose the idea that urban intelligent planning will become planning’s driving force, and computing science has much to do towards that goal.
