Boundary setting and supporting measures are important policy tools to guide the rational growth of urban space. The identification of the char-acteristics of the main built-up areas is an important basis for delineating the boundaries. Big data provide the possibility of identifying the change characteristics of major built-up areas from different levels. Firstly, this paper extracts the built-up areas of small and medium-sized cities in Shaanxi Province by night light data, and analyses the spatial and tem-poral evolution characteristics of urban construction land from the re-gional level. Secondly, from the micro level, combined with POIs data, remote sensing image data, current land survey data and relevant statisti-cal data, the visual characteristics of the main built-up areas are analyzed from the industrial layout, land use type and spatial accessibility of small and medium-sized cities in Shaanxi Province. Finally, on the basis of summarizing the changes of the main built areas of the city, the corre-sponding urban space growth management strategies are proposed to guide the city's compact and orderly growth.
