Kulangsu is facing the threat of urban water security. The study used ArcGIS and InfoWorks ICM to construct a drainage model for Ku-langsu, based on the data of design hyetograph, underlying surface, drainage network and catchment. Then evaluate the urban water security system in three situations (free flow, multi-year average tidal level and Storm tide level). Then evaluate the urban water security systems of the three tidal levels. The results found that the current drainage network can withstand the one-year return period precipitation, under the condition of free flow and 2.44m multi-year average tidal level; however, in the case of a high tide in two years, it does not meet the one-year return period precipitation standard. Finally, an empirical study was conducted with Kulangsu and improvement measures were proposed.
