Multi Plan Integration (MPI) is a major effort initiated by China’s State Council for the purpose of streamlining development plans made by var-ious public agencies in provincial and city governments. Small cities and towns are facing challenges to achieve MPI goals due to lack of techno-logical infrastructure and professional expertise. This article presents a system to assist small cities and towns to carry out their MPI tasks. The system, named Conflict-Detecting and Early-Warning (CDEW4MPI) is developed based on cloud service platform. CDEW4MPI helps small cit-ies and towns to detect inconsistency and conflicts among multiple plans, which can be operable from remote locations. The system includes two modules. One is Conflict-Detecting, dealing with spatial boundaries, dis-tribution and spatial conflicts among different plans from different agen-cies. Another is Early-Warning, analyzing and reporting potential en-croachment of proposed local development plans on urban growth boundary, baseline for ecological protection and permanent preservation of farmland. CDEW4MPI was implemented in the Shennongjia Forestry District, a municipality in the western mountainous region of Hubei Province, China. The paper presents the design and process of CDEW4MPI and draws lessons for the smart management of spatial re-sources.
