In recent years in Japan the number of disabled children has increased due to the development of medical technology. The rate of increase in disabled children during the 7 years from 2011 to 2018 was 34.9%. And, the need for support has diversified due to overlap and severity of obstacles. With that, in 2012, Child welfare assistance was strengthened. It was adjusted to be able to receive support in familiar municipalities. Support divided into disability type was unified, aiming for comprehensive support that meets the needs.
While various support facilities are increasing, the number of establishments of day service after school has increased sharply in recent years. After school day service is support that can receive the training necessary for improving living capacity and promoting exchange with society for disabled children between 6 and 18 years old. In the five years from 2012 to 2016, the number of establishments increased four times. On the other hand, the problem is that the facilities with lower quality are increasing.
Therefore, the objective is to clarify the operation status of the current after school day service, through the geographical conditions, questionnaire to the operator and caregiver.
In the present study, we set the target area as Tochigi prefecture which is provincial city. The number of establishments of day service after school has increased in Tochigi prefecture. In the seven years from 2012 to 2018, the number of establishments increased seven times. Especially, private enterprises starts this service recently.
In accessibility analysis using GIS, there are many establishments in high population area. But, it is difficult to use services in low population area because there are few establishments in that area. Also, private enterprises have many establishments in high population area recently.
And I grasped Building form, presence of rooms, children who use service, what you are having trouble with management etc. by questionnaire. Many social welfare corporation use owned building. On the other hand many private enterprises use building for rent. Private enterprises that started service recently tend to use building for rent.
Also I got floor plans by questionnaire survey. And I can classify into five plans according to whether the building is owned or rented and whether provide other services in same building. It became clear that the problem are different for each classified floor plans.
