Under the policy background of ecological civilization construction, new urbanization construction and reform of state institutions, urban development boundary not only guarantees the orderly development of cities and towns, but also guides the connotative development of cities and towns. Based on the "three sheng concepts" and the principle of ecological priority, this paper constructs the "3S" (ecological sensitivity, life safety, production savvy) model based on bottom-line thinking. At the same time, using ArcGIS spatial analysis method, integrated mobile grid method (MGM) to solve the problem of fragmented land regularization, construct a relatively scientific method of automatic delimitation of rigid urban development boundaries, and take Southern New Area of Changting in Fujian Province as examples, trying to provide methodological support for scientific delimitation of urban development boundaries.
