The City Intelligence Quotient (City IQ) Evaluation System

The fundamental difference between the development model of tradi-tional cities and that of intelligent cities is that the latter is based on the respect to the environment. It’s a kind of wise development, through the systematized, full life cycle development idea, to minimize the consumption of the resources.
After a review of existing intelligent city evaluation systems, this re-search summarizes the strengths and weakness and examine a system-atic City Intelligence Quotient (City IQ) Evaluation System.
The intelligent city evaluation indicator system evaluates the city’s in-telligent development level, including urban construction, economy, society, etc., and aims to promote the sustainable development of smart cities.
The five primary indicators or dimensions include Environment and Construction, Management and Services, Economy and Industries, In-telligent Hardware Facilities, and Residents' Intelligent Literacy. The secondary indicators are based on these five dimensions.

The data for evaluation was part from the government released statis-tical material, and part from the intelligent platform of the public In-ternet, including the statistical yearbook of China and statistical year-book of urban construction online, and major Internet data infor-mation platforms. The ranking of intelligent cities is determined ac-cording to the final scores.
London, U.K. has the highest comprehensive score of 65.67points and Verona, Italy has the lowest score of 25.81points. Cities whose com-prehensive score is above 60 points include London, U.K.(65.67points), Amsterdam, Holland(65.51points), Helsinki, Fin-land(64.01points), Boston, USA(63.87points), Copenhagen, Den-mark(62.92points), Vienna, Austria(61.22points), Washington Dc, United States(60.92points)and Seattle, USA(60.02points). Most of these cities are capitals which have gathered each country's economic and social resources.
Cities whose comprehensive score is around 30 points include Vero-na, Italy(25.81points), Santander, Spain(32.41points), Malaga, Spain(34.89points)and Fredrick port, Germany (36.38points). These cities put more focus on one particular construction of intelligent cit-ies, such as Fredrick port, Germany, whose practice of intelligent cities takes the mode of the cooperation of government support and the leading role of Germany telecommunications company.
