In this study, an Index-to-Form generation tool is introduced to auto-matically build 3D city models from a set of land-use indexes includ-ing floor area ratio, height limit, and building density. With such a tool called Penguin developed in Grasshopper, urban designers are able to visualize their land-use configurations as 3D city models only in sec-onds and they can build an automatic performance-based optimization cycle with any 3rd-party simulation tools in Grasshopper, which re-quires 3D city models as inputs. A real urban planning project in Bei-hai, China is illustrated to depict the whole work flow. Outdoor air-flow simulation and solar radiation evaluation are both included in a multi-objective optimization cycle. In 10 hours evolutionary calcula-tion, the best configuration of indexes is found about 35% superior to the worst one.
