Mining traditional Municipal Government Data(MGD) provides a new perspective for the study of urban spatial structure. Social Insurance Data(SID), as a kind of MGD in Chinese cities, can be identified as residence, employer and individual socio-economic attributes after removing privacy information and spatial processing. The link between employment and residential location can be established by network analysis, which is for analyzing jobs-housing spatial relationships. The paper identifies the jobs-housing relationships and commuting patterns in Wuhan using Social Insurance Data(SID), which stores the individual employment and residential location through the association of individual ID number. It is carried out by the comprehensive evaluation index system, including average commuting distance, balanced index, commuting flow. The results are: (1) jobs-housing spatial structure of WMA is relatively reasonable, and the status of balance vary obviously in different regions, featuring a certain of layers; (2) in the three main city areas of Wuhan, jobs-housing space is well matched while parted obviously in six new town clusters; (3) river-crossing commuters occupy a large proportion between two main urban districts, while the clusters’ two-way crossing commuting is more frequent and in longer commuting distance. As the addresses of employer and home for some residents registered at Municipal Bureau of Human Resources and Social Security(MBHRSS) may not be the real locations where they work and live, it will affect the evaluation of jobs-housing balance to a certain extent. However, a large amount of insured residents who mainly contribute to urban commuting, can adequately reflect the jobs-housing spatial relationship and commuting patterns.
