With the construction of new generation smart substation, condition-based maintenance has become more important. In this paper, the on-line monitoring data are analyzed emphatically, and the state evaluation model of secondary equipment is constructed considering the historical and environment factors. In addition, the weight of each state parameter is calculated by analytic hierarchy process. The equipment failure rate curve is fitted by the least square method, so the failure rate can be obtained according to the state score results, and then the failure loss of the equipment can be calculated. Taking the sum of minimum failure loss and maintenance loss as objective function, an optimization model of maintenance decision-making is established.
