Developing China's Standards of Language Assessment Literacy

在我国,随着语言测试用途不断拓展,专业化程度不断提高,教育问责制的不断深化,测评素养对教师职业发展和改进教学的重要性日益凸显。教师测评素养的发展既关系到教学质量的提高和教师自身发展,又是促进学生学习的必要因素。但研究表明我国教师测评素养处于低水平,测评理念存在偏差,测评知识缺失,测评实践能力较低。其主要原因在于:1)测评素养专业标准的缺失;2)教师招聘过程中测评能力考查的缺失;3)教师入职前、在职中测评素养培训的缺失;4)培训设置与教师现实需求脱节,培训内容不充分,很多国内培训课程只是纸上谈兵。目前中国尚未形成科学有效的英语教师测评素养的衡量标准和框架。
本文究旨在探讨中国英语教师测评素养等级量表的制定,以期为中国英语教师的测评素养提供科学有效的衡量标准;从而提高教师测评素养意识和能力水平;为教师测评素养培训提供指导性纲领,使其更为有效;为教师入职选拔、师资优化和教学质量提高提供支撑。

In china, with the proliferation of English language tests and the establishment of the system of education accountability, assessment literacy has become a crucial factor for teachers’ professional development and the improvement of education quality. However, it has been proved in many studies that in China, teachers’ overall AL proficiency is far from satisfying in that they have weak awareness for AL, and they lack essential relevant knowledge and competence. One of the major causes of this bleak situation lies in the absence of a standard framework to assess teachers’ AL. In China, an effective common framework for AL is in need.
This research aims to develop China's Standards of Language Assessment Literacy with the hope of providing a benchmark for AL of English language teachers in China, which can help promote teachers’ awareness and ability of assessment. Hopefully it can serve as a guideline for teacher licensure, teachers’ AL training, institutes’ staff selection and recruitment decisions, which will benefit the optimization of teaching staff and promotion of education quality.
