In china, with the proliferation of English language tests and the establishment of the system of education accountability, assessment literacy has become a crucial factor for teachers’ professional development and the improvement of education quality. However, it has been proved in many studies that in China, teachers’ overall AL proficiency is far from satisfying in that they have weak awareness for AL, and they lack essential relevant knowledge and competence. One of the major causes of this bleak situation lies in the absence of a standard framework to assess teachers’ AL. In China, an effective common framework for AL is in need.
This research aims to develop China's Standards of Language Assessment Literacy with the hope of providing a benchmark for AL of English language teachers in China, which can help promote teachers’ awareness and ability of assessment. Hopefully it can serve as a guideline for teacher licensure, teachers’ AL training, institutes’ staff selection and recruitment decisions, which will benefit the optimization of teaching staff and promotion of education quality.
