The study aims at aligning the Guidelines on College English Teaching (2016) to the CSE (2017). The CSE covers a wide range of communication fields, comprehensive language skills, systematic integrity, and clear levels of grades, providing a complete ability reference system for Chinese English users. The Guidelines is more targeted at college English teaching. The students’ levels of English are of striking difference. There is no clear regulation on the starting point and end point of college English teaching. Universities are adviced to adjust their teaching objectives according to their practical situations. At the same time, the descriptors of the two documents are structurally different, and there are of obvious differences in the classification of skills, conditions, ways of constructing. This study focuses on three issues: 1) How do the sub-level objectives proposed in the Guidelines match the corresponding descriptor of CSE ? 2) Which the CSE descriptors are more relevant to college English teaching? 3) What are the main factors affecting the understanding of the alignment? The study consists of two stages: questionnaire research and workshop discussion. In the questionnaire stage, based on the relevant descriptors of the Guidelines and the CSE (4-7), items are designed in the questionnaire for using basket method to allow the participants to judge the fit of the descriptors to the Guideline levels. At the workshop stage, a group of college English teaching experts from various universities will attend a one-day workshop. The Experts will adopt the modified Angoff method to judge the likelihood statistics for the descriptors. With the conclusion, the study will suggest a proposal for the interface between the Guidelines and the CSE, as well as the core indicators for the interface between the Guidelines’ target descriptor and the CSE descriptors.
